Dr. Maor Elbaz-Starinsky is Senior Strategic Advisor at Parker Lloyd LLC, where he provides strategic counsel on international diplomacy, government relations, market access, and cross-border partnerships, with a particular focus on Israel and the United States. Drawing on nearly two decades of diplomatic leadership across four continents and an academic foundation in the life sciences, he advises clients navigating complex regulatory environments, developing strategic alliances, and expanding internationally, particularly in life sciences, healthcare technology, diagnostics, and infrastructure. His work sits at the intersection of diplomacy, innovation, venture capital, and healthcare, helping organizations connect governments, academia, industry, and private capital to accelerate international growth. As an Israeli and Portuguese citizen with an extensive international diplomatic network, Maor brings a uniquely global perspective and cross-cultural insight to organizations pursuing international expansion and strategic partnerships.
A career diplomat with the Ministry of Foreign Affairs of the State of Israel since 2006, Maor most recently served as Consul General of Israel in Miami (2021-2025), representing Israel across Florida, Kansas, Missouri, and Puerto Rico. In that role, he strengthened bilateral relations across government, business, academia, innovation, tourism, media, and culture while fostering partnerships between public and private sector leaders. He led initiatives promoting economic cooperation, technology partnerships, trade missions, and investment, while advancing interfaith dialogue and efforts to combat antisemitism and racism.
Previously, Maor headed the Training Department at Israel’s Ministry of Foreign Affairs, where he oversaw professional development, leadership training, and recruitment for approximately 1,200 employees. He received the Ministry’s Award of Excellence for redesigning the Diplomatic Cadet training program. Earlier in his career, he served in the Strategic Affairs Division, representing Israel at international arms control forums, and as Policy Adviser to the Israeli Delegation to the European Union and NATO in Brussels (2011-2014), managing regional strategic and security affairs. His first overseas posting was as Deputy Ambassador at the Embassy of Israel in Nairobi (2008-2011), with concurrent accreditation to Uganda, Tanzania, Malawi, Zambia, and the Seychelles, where he advanced regional cooperation in security, agriculture, trade, innovation, and development across East Africa.
Maor holds an MA with distinction in Conflict Management and Resolution from the Hebrew University of Jerusalem. He also pursued graduate studies in Immunology at Tel Aviv University’s Graduate School of Medicine and earned a BA in Biology from Tel Aviv University, conducting research in marine and molecular biology. He served as a commander in the Israel Defense Forces Paratroopers.

Prof. Dr. Yelana Yesha serves as Senior Advisor in AI at Parker Lloyd, where she provides strategic counsel on artificial intelligence, machine learning, data science, digital twins, and their transformative applications in healthcare innovation, precision medicine, cybersecurity, and emerging technologies. Her guidance supports the firm’s work with healthcare technology companies, diagnostics innovators, and life sciences investments seeking to translate advanced computational methods into scalable, trustworthy clinical and operational solutions.
She is the John S. and James L. Knight Foundation Endowed Chair of Data Science and Artificial Intelligence at the University of Miami. At the Frost Institute for Data Science and Computing, she serves as Professor of Computer Science, Professor of Radiology, Director of the AI and Machine Learning Program, and Innovation Officer for the Frost Institute. Her joint appointment in Radiology reflects a sustained commitment to collaborative, clinically grounded AI research.
With more than three decades of leadership spanning academia, government, and industry, Prof. Dr. Yesha previously served as Distinguished University Professor at the University of Maryland, Baltimore County (UMBC), where she directed the National Science Foundation Centers for Accelerated Real Time Analytics (CARTA) and Hybrid Multicore Productivity Research (CHMPR). Earlier, as Director of the Center of Excellence in Space Data and Information Sciences (CESDIS) at NASA Goddard Space Flight Center, she grew the institute’s budget sixfold, oversaw development of the Beowulf parallel computing architecture, contributed to key Linux components, and supported technologies used in the Hubble Space Telescope repair. While directing the Center for Applied Information Technology at NIST, she represented the United States at cabinet-level G7 meetings and led architecture for federal electronic commerce procurement systems now processing hundreds of billions of dollars annually.
Prof. Dr. Yesha has served as Principal Investigator or Co-Principal Investigator on numerous major research awards from the National Science Foundation, NASA, Department of Homeland Security, Department of Veterans Affairs, FDA, and industry partners. Her recent work focuses on clinical AI at scale—including machine learning models for venous thromboembolism (VTE) risk prediction that outperform traditional scoring tools, AI systems for radiology interpretation and dermatology, digital twins for neurological conditions such as Parkinson’s disease and dementia, and frameworks for continuous monitoring and evaluation of deployed AI models developed in collaboration with the FDA. She has also advanced blockchain-based architectures for secure clinical data sharing, IoT, and space resource management, as well as research on room-temperature quantum computing architectures and nutritional intelligence platforms.

Adithya Thomas serves as Legal Associate – India Division at Parker Lloyd, where he supports cross-border corporate transactions, commercial structuring and regulatory advisory across global markets. His work focuses on contract drafting, risk assessment and assisting clients navigating complex multi-jurisdictional legal frameworks.
An internationally trained lawyer, Adithya has gained experience across Europe, Asia and Australia, having worked with law firms in Portugal, Spain, Germany, India and Australia. His background spans corporate and commercial law, contract negotiation and regulatory compliance, with exposure to high-value and cross-border matters involving diverse stakeholders.
Prior to joining Parker Lloyd, Adithya worked with JMPM Advogados in Portugal, where he was involved in international dispute work and commercial contract drafting. He has also worked with firms including BluePort Legal (Germany), Himnus Football Lawyers (Spain), Krida Sports Legal (India) and LY Legal (Australia), where he developed a strong foundation in corporate structuring, commercial agreements and legal risk management in international business environments.
Adithya holds a Bachelor of Business Administration and Bachelor of Laws (BBA LL.B) from Christ University, India, and an LL.M. in International Sports Law from ISDE University, Madrid. He also completed an academic programme at the University of Cambridge focused on the legal and governance frameworks of global sport.

Mr. Hamid Ali serves as a Senior Consulting Partner at Parker Lloyd, where he advises executive leadership, investors, and operating teams on strategy development, growth acceleration, and large-scale transformation initiatives across diverse industries.
With more than 25 years of global leadership experience, Mr. Ali has collaborated closely with CEOs and senior stakeholders to deliver measurable results in healthcare, financial services, manufacturing, and technology sectors. He spent 17 years at Genpact, where he supported GE Healthcare in executing complex global operations and transformation programs, driving efficiency, process optimization, and strategic alignment on an international scale. In addition, he accumulated over a decade of specialized experience in banking and financial services consulting, advising on operational excellence, risk management, and market expansion strategies.

Dr. Ravi Kallur, PhD, MPA, serves as a Senior Consultant at Parker Lloyd, where he delivers specialized expertise in graduate medical education (GME), undergraduate medical education (UME), institutional accreditation, and strategic development for healthcare organizations and academic partners. In addition, Dr. Kallur currently acts as a Senior Advisor to Prime Healthcare, providing high-level counsel on medical education initiatives, program expansion, and regulatory compliance within the system's network of hospitals and facilities.
With more than 20 years of executive leadership in medical education, Dr. Kallur has successfully developed and secured accreditation for over 35 new residency and fellowship programs under the Accreditation Council for Graduate Medical Education (ACGME). His notable achievements include establishing sponsoring institutions with initial accreditation, obtaining ACGME initial accreditation for multiple residency programs, and managing the seamless transition of large GME portfolios encompassing hundreds of residents and fellows across hospital systems. He has consistently optimized operations to enhance funding opportunities, including CMS reimbursement and state-designated statutory teaching hospital status, which have collectively generated millions in additional resources.
Since 2022, in his consulting capacity, Dr. Kallur has established two sponsoring institutions with initial accreditation, secured initial ACGME accreditation for five residency programs, and supported the transition of 10 GME programs involving 200 residents and fellows. Previously, as Division Vice President and Designated Institutional Official (DIO) at HCA, he managed budgets exceeding $50 million, achieved statutory teaching hospital designations that yielded substantial state funding (including $9 million for two hospitals), and oversaw the accreditation of numerous new programs. He also served as a primary liaison with medical schools such as Nova Southeastern University and Florida International University, while hiring key academic leadership and managing extensive teams.
In his earlier role as Senior Vice President and DIO at Baylor Scott & White Health, Dr. Kallur reduced unfunded resident positions through strategic VA partnerships, secured multimillion-dollar grants from the Texas Higher Education Coordinating Board, and led departmental integrations following institutional mergers. At Children's Mercy Hospital, he contributed to the launch of 12 new pediatric fellowships and served as a key liaison for international faculty recruitment and consortium finance.
Dr. Kallur holds a PhD in Higher Education Administration and a Master of Public Administration (with a focus on Health Administration) from the University of Missouri-Kansas City. He maintains active memberships in the Association of American Medical Colleges (AAMC) and the Accreditation Council for Graduate Medical Education (ACGME). His academic appointments include Affiliate Associate Professor and Affiliate Associate Dean at Nova Southeastern University's Dr. Kiran C. Patel College of Allopathic Medicine and Florida International University's Herbert Wertheim College of Medicine, among others.

Mr. Michael Mark serves as a Senior Consulting Partner at Parker Lloyd, where he provides strategic leadership and advisory services to healthcare organizations, focusing on start-up ventures, turnaround initiatives, managed care operations, and technology-driven solutions in the healthcare sector.
With more than 40 years of senior executive experience in the healthcare industry, Mr. Mark has established himself as a proven leader in profit-and-loss management, organizational restructuring, and revenue growth for health plans, provider organizations, and technology firms. He has served as President and CEO of several managed care entities, including Blue Care Network, Health Plus, Methodist Memphis PHO, and DMC Care, where he was responsible for annual revenues totaling approximately $3.4 billion and the management of more than 3,300 employees.
In his technology leadership roles, Mr. Mark held senior positions at Science Applications International Corporation (SAIC), Computer Sciences Corporation (CSC), and Superior Consultant. At CSC, he directed the comprehensive restructuring of sales, information technology operations, and service delivery organizations, incorporating offerings such as data center operations, claims transaction adjudication, business solution centers, back-room operations, and process improvement. This included managing Business Process Outsourcing for New York State Medicaid. During his tenure at SAIC, he led the development of a broad portfolio of healthcare services and supported Kaiser Permanente’s implementation of the Epic electronic medical record system. He also collaborated with high-level federal officials, including the retired Assistant Secretary of Defense for Health Affairs and the retired Surgeons General of the Army, Navy, and Air Force, to advance solutions for the Military Health System (MHS), Centers for Medicare and Medicaid Services (CMS), Tricare, and the Centers for Disease Control and Prevention.
